Step 1. **Steep the fine powder in the warm dairy.** Warm the cream and milk; off the heat, whisk in the fine rice powder and steep 20 minutes — the dairy takes the toast's color (a pale caramel) and its fragrance. Strain through a fine sieve, pressing hard. Checkpoint — the strained dairy should smell distinctly of toasted grain — nutty, caramel-adjacent — and hold the faintest tan.
